With the constant possibility of natural disaster, man-made disaster, or pandemic disease, government agencies at every level need an emergency response solution.  For years this meant a solution that notified citizens of emergency or evacuation orders. However emergency notification is not true emergency response and many governments who think they are prepared have only half the solution they need.

College and university campuses also face the need for immediate communication, from enrollment notices to severe weather updates and true emergencies, both on and off campus. Administrators need to be able to reach students, staff, parents, and even alumni reliably, through their preferred communication mode and also to respond to questions raised by such notifications without tying up campus communications channels.
